To qualify for the ESS/VEU Scheme:
- Your residence or business must be located in NSW or Victoria.
- The products you want to install should not have been previously installed under the ESS/VEU Scheme at your current address.
- Existing products that you wish to replace should not already be energy-efficient or water-saving.
- Eligibility extends to property owners, body corporate, and renters.
- Even if you have availed products under the ESS/VEU Scheme before, it doesn’t matter as long as it was at a different property.

What is the ESS Program in NSW?
The NSW Energy Savings Scheme (ESS) provides financial incentives to install energy efficient equipment and appliances in NSW households and businesses.
The ESS was established in 2009 under the NSW Electricity Supply Act 1995 and has been highly successful. Between 2009 and 2020, the ESS has supported projects that will deliver 37,000 gigawatt hours (GWh) of energy savings and $6.9 billion in bill savings by 2030.
The NSW Government incorporates changes to the scheme through the publication of the ESS Rule. This is updated on an annual basis.
What is the VEU Scheme in Victoria?
The Victorian Energy Upgrades (VEU) program is helping Victorians cut power bills and reduce greenhouse gas emissions by giving households and businesses access to discounted energy-efficient products and services.
The program works by setting a state-wide target for energy savings that result in a range of energy-efficient products and services being made available to homes and businesses at a discount.
Accredited providers that deliver these financial incentives can generate Victorian Energy Efficiency Certificates (VEECs). The number of certificates generated is based on the greenhouse gas savings that are associated with the product or service. The level of incentive or discount received by households and businesses varies depending on the market activity and certificate price.
Products must be professionally installed by an approved provider. Incentives for the purchase of some appliances may be available at point of sale at participating retailers. Consumers should check with an accredited provider prior to purchase.
The Victorian Energy Upgrades program is a market-based program. Since it is a free market, the value of certificates can fluctuate due to consumer supply and demand rates, just like any other type of market. Consequently, the availability of products and services can also vary over time.
The Victorian Energy Upgrades program (previously the ‘VEET scheme’) is established under the Victorian Energy Efficiency Target Act 2007, the Victorian Energy Efficiency Target Regulations 2008 and the Victorian Energy Efficiency Target (Project-Based Activities) Regulations 2017.
This legislative framework places a legal requirement on energy retailer companies to meet an annual greenhouse gas emission reduction target by surrendering Victorian Energy Efficiency Certificates.
The program is administered by the Essential Services Commission (ESC), which is the independent regulator of the retail energy industry in Victoria. Its role is to oversee compliance and performance reporting by energy businesses and to accredit businesses and the products and services which are eligible under the program. What is the difference between a heat pump and an electrical hot water system?
A heat pump hot water system and an electric hot water system differ in terms of how they generate hot water.
An electric hot water system relies solely on electrical resistance to heat the water. Electricity passes through heating elements within the unit, which then heat up and transfer the heat to the water. This process requires a significant amount of electricity to generate hot water.
On the other hand, a heat pump hot water system operates by extracting heat from the surrounding air and transferring it to the water. It utilizes a refrigeration cycle to absorb heat energy from the air and transfer it to the water, making it a highly energy-efficient option. Heat pump systems consume less electricity compared to electric systems, as they primarily use electricity to run the heat pump compressor and fan, rather than directly heating the water.
In summary, while electric hot water systems rely on electrical resistance to heat water, heat pump hot water systems utilize heat from the air, resulting in improved energy efficiency and potential cost savings.
